A Northland debate over the Northland Regional Council's
handling of its genetic engineering policy is set to go to Wellington.
Preparations are underway to lodge formal complaints with both
the Auditor General and Ombudsman over the issue.
At the heart of the debate is the NRC's ``strongly cautionary approach'' to GE which was set out as policy in its Long Term Council
Community Plan.
That policy received support from various community individuals and groups during the recent plan review, however it was changed when the revised plan was approved just last month.
Those changes sparked an angry debate among the councillors with
Cr Craig Brown maintaining: ``There have been no submissions,
no evidence, that has warranted this change.''
Now the issue has been taken up by the GE Free Northland group
which is preparing its formal complaints.
Spokesperson Zelka Grammar says at this stage it is still waiting
on documentation from the regional council.
She says there was no submission requesting a change to the policy, yet the councillors by a narrow majority went ahead and changed it anyway.
A letter from NRC chairman Mark Farnsworth says: ``I asked staff to make a submission to our draft 2009-19 plan to ensure that policy remains visible.''
He also notes: ``We have no intention of changing our current approach. We are not withdrawing the policy.''
The original policy that went out in the draft plan read ``No GE
applications to be approved by ERMA (Environment Risk Man
agement Authority) in Northland until the risk potential has been
adequately identified and evaluated, and a strict liability regime
put in place by ERMA.''
In the final version however that was changed to: ``The Council
is actively committed to a policy which supports a precautionary
approach to the application of genetically modified organisms in
Northland. The Council will sup port this policy approach by sub
mitting to the Environmental Risk Management Authority (ERMA)
on proposals involving Northland, to ensure that the risk potential
(including liability) has been adequately identified and evaluated.''
The GE Free group argues that the second version leaves the
control and management of GE organisms up to ERMA, despite
recent cases and inquiries which have shown lapses in management
in several instances where GE trials have been allowed.
Ms Grammar says the Ombudsman won't rule on the politics or
right and wrong of the council policy, but could comment on the
process that led to it.
A telephone poll of community attitudes towards GE is being
conducted in the next few weeks and has been financially
supported, apart from the NRC, by all council's north of Papakura in
South Auckland.
